When FMPA closes on you and says "License key conflict occurred with user xyz ", what "user" is it specifying (who IS that enduser in real life? Do you recognize the name?) How about the IP address: who HAS that IP Address? Can you track it down? Or alternatively get everyone else out of the system then stand next to someone whose IP you know and have them (and only them) web-browse the database while you (ideally on a laptop & on a wireless network so you can be over by their desk) try to get in with your copy of FileMaker Advanced: is it specifically THAT PERSON'S IP that gets reported as the conflict?.

The users who are "clicking on the link to the web hosted database", they are doing so in a web browser? And those individual human beings do not have FileMaker Pro installed on their own computers, they are absolutely positively definitely getting there via a web browser?.
